Set your oven to 350°F (175°C). Coat two 9-inch cake tins with grease and lay parchment paper inside.

In a big mixing bowl, stir together sugar, cocoa powder, salt, flour, baking soda, and baking powder.

Drop in the milk, eggs, vanilla, and oil. Stir till it's smooth. Toss the hot water in last—it will make the mix runny.

Split the mix between the tins. Bake for about 30 to 35 minutes, till a toothpick in the middle comes out clean.

Cool the cakes for 10 minutes in their pans, then move them onto a rack to finish cooling.

Whip the butter until it’s light. Gently mix in the powdered sugar, cream, cocoa powder, and vanilla until smooth.

Spread frosting on one layer, stack the second layer, and coat the cake all over with more frosting.
